Constitution and Bylaws
Article I NAME
The name of this organization shall be Iowa Federation of Handweavers and Spinners.
Article II PURPOSE
Section 1 To encourage co-operation between individuals and organized groups focused on weaving, spinning and related fiber arts in the State of Iowa.
Section 2 To help all fiber artisans achieve a high standard of their craft.
Section 3 To promote exhibits and programs to stimulate a public interest in the arts and crafts of weaving, spinning and related fiber arts.
Article III MEMBERSHIP
Membership is open to any individual interested in weaving, spinning and related fiber arts.
Article IV DUES
Section 1 Dues for members shall be $4.00 for a lifetime.
Section 2 Dues may be increased upon recommendation of the Executive Board by two thirds vote of members present at any regular meeting without amending the bylaws.
Section 3 $150 to be held by Treasurer for general Federation expenses. Any amount over this shall be designated as a "cushion fund" to be used by a host guild to defray any loss they may sustain in presenting a regular Federation meeting. (Not intended to subsidize speaker costs.)
Section 4 A reasonable registration program fee may be determined by the sponsoring guild.
Article IV MEETINGS
There shall be a Federation Meeting in the spring and fall of each year. The exact date is to be determined by the host guild. All Federation Meetings will be held within the State of Iowa.
Article IV OFFICERS AND DUTIES
Section 1 Elected officers shall be President, Vice President, Secretary, and Treasurer, and such appointive officers as may be necessary to conduct proper business of the Federation.
Section 2 Nominating Committee shall report at a spring meeting with a slate of candidates consenting to serve if elected. Nominations may be made from the floor.
Section 3 New officers shall take office immediately after the meeting and serve for two years.
Section 4 A vacancy of the President's office shall be filled by the Vice President. Other vacancies shall be filled by election at the next meeting.
Section 5 Duties of all officers shall be the same as those usually set out in Robert's Rules of Order.
Article VII COMMITTEES
Section 1 Necessary committees shall be appointed by the President.
Section 2 The Executive committee shall consist of the elected officers, immediate past president, when possible, and one member from each guild or locality represented in the Federation. They shall govern administrative power, consider all matters concerning the welfare of the organization, and present recommendations for action by the members. In case of emergency, this committee is authorized to spend an amount not to exceed $250 for the benefit of the Federation.
Section 3 A Parliamentarian may be appointed for any meeting and will rule on matters according to Robert's Rules of Order.
Article VIII AMENDING BYLAWS
These bylaws may be amended at any meeting by two thirds vote of those present providing a written copy has been sent to all members at least 30 days prior to the meeting.
Article IX DISSOLUTION
In the event of the dissolution of the Federation all funds in the Treasury shall be given to the scholarship fund of the Midwest Weavers Conference.
